March 2020 "Lessons Learned from the Effluent Decontamination Selection Process"

Dr. Harbourt will discuss the events that lead to the cessation of laboratory effluent processing at the Fort Detrick Steam Sterilization Plant in May 2018. The loss of this plant required USAMRIID to attempt to purchase, test and validate a series of temporary effluent decontamination systems. These three units relied on different types of designs to treat effluent ranging from a bleach based chemical batch treatment system to steam based thermal batch systems either in a digester or cook tank configuration. Dr. Harbourt will discuss the strengths and weaknesses of each of these systems along with the effects of these systems on USAMRIID laboratory operations. He will present important lessons learned from the procurement and selection process of each of these systems along with potential modifications in laboratory practices that resulted from their installation and use for effluent treatment.

Dave currently serves as the Biological Safety Officer at the United States Army Medical Research Institute of Infectious Diseases (2012-present). Prior to USAMRIID, he was a fellow in the National Biosafety and Biocontainment Training Program. Before the fellowship, he graduated with his B.S. in Biochemistry from Virginia Tech and his Ph.D. in Toxicology from UNC-Chapel Hill.

 

Dave has been an ABSA member since 2010 and has previously served as the Chair of the Pre-Conference Course Committee and currently serves as Chair of the Training Tools and Resources Committee in addition to being a member of the Standards Committee, Professional Development Team and Select Agent Community Advisory Committee for ABSA. Locally, Dave has previously been a Councilor for the Chesapeake Area Biosafety Association as well has chair of the Scientific Program Committee for its annual symposium.   Dave is also currently a member of the Exam Development Committee for the SM biosafety exam and Chair of the DoD Biosafety and Scientific Review Panel. Dave is certified as a biosafety professional through both ASM and ABSA.
